1. Introduction & Background

The Micronesia Conservation Trust (MCT) seeks proposals from qualified communications consultants or firms to provide comprehensive and ongoing communications support. This engagement represents a strategic outsourcing of MCT's communications function. The selected consultant will work closely with the MCT team to enhance public outreach, improve our communications strategy, manage digital platforms, support the organization's rebranding, and provide copy editing services.

The Micronesia Conservation Trust (MCT) is a non-governmental, non-profit organization that serves as a regional financing institution for biodiversity conservation and climate change adaptation and mitigation across the Micronesia region. Our vision is “Enduring Partnerships. Resilient Ecosystems.” To accomplish this, we make grants and strengthen organizational and leadership capacity to help Micronesian communities and decision-makers conserve the health of the oceans and islands that are our home.

MCT currently operates without a formal communications strategy and has not previously maintained a dedicated communications function. The organization’s logo, now nearly a decade old, is in need of a refresh to better reflect MCT’s evolving identity and mission. With recent donor support specifically allocated for communications activities, there is an increased expectation for clear representation and reporting of funded projects. Over the past 10 to 15 years, MCT has made several efforts to establish consistent processes for documenting project outcomes and lessons learned; however, these initiatives have not yielded sustained success. Similarly, attempts to develop a cohesive brand identity—including standardized logos, color schemes, and formatting—have been sporadic and largely ineffective. As a regional entity with a global presence and active participation in international conferences and events, MCT requires professionally designed presentation materials and a unified visual and messaging framework. Currently, MCT maintains a website, a Facebook page, and an Instagram account as part of its online presence.

2. Scope of Work

The consultant will be responsible for the following tasks:

a. Communications Strategy

• Develop and implement a comprehensive communications strategy that aligns with MCT’s mission and goals.

• Identify key audiences and appropriate messaging channels.

• Provide recommendations on internal and external communication improvements.

b. Website and Media Management

• Manage and regularly update the MCT website.

• Develop content for and manage MCT’s social media accounts (e.g., Facebook, Twitter, Instagram, LinkedIn).

• Monitor engagement metrics and adjust strategies accordingly.

c. Media Relations and Press Materials

• Draft and disseminate press releases and media advisories.

• Build and maintain relationships with local and regional media outlets.

• Coordinate interviews and media events as needed.

d. Rebranding Support

• Lead the rebranding initiative, including the development of a new logo and visual identity.

• Design or coordinate the redesign of communication materials (e.g., brochures, templates). • Ensure consistent branding across all platforms and materials.

e. Copy Editing

• Provide copy editing services for MCT materials, including reports, publications, website content, and promotional documents.

• Ensure clarity, grammatical accuracy, and consistency in tone and style.

3. Qualifications

The ideal consultant or firm will have:

• Proven experience in strategic communications, public relations, and digital media.

• Demonstrated ability to develop and implement communication strategies.

• Strong graphic design skills or the ability to manage design subcontractors.

• Experience with website CMS platforms and social media tools.

• Strong copy editing and proofreading skills.

• Familiarity with environmental conservation or related sectors preferred.

4. Proposal Requirements

Interested parties should submit a proposal that includes:

• Cover letter expressing interest and suitability.

• Detailed resume or company profile.

• Proposed approach and methodology for completing the scope of work.

• Portfolio or examples of similar work.

• Detailed budget, including hourly or retainer-based rates.

• At least three references from previous clients.
