1. Introduction & Background

The Micronesia Conservation Trust (MCT) seeks proposals from qualified firms or individual consultants to provide comprehensive financial management services. The selected provider will work closely with MCT’s executive team to strengthen financial operations, ensure donor compliance, and support strategic financial planning.

MCT is a non-governmental, non-profit organization that serves as a regional financing institution for biodiversity conservation and climate change adaptation and across the Micronesia region. We mobilize and manage multilateral, other public and private funds to support protected area networks and act as a fiduciary for major initiatives like the Micronesia Challenge.

Over the past several years, MCT has experienced significant growth and now manages over $45 million in endowments and nearly $2 million in sinking funds. Despite this growth, our finance team remains lean, with limited support staff. Our Chief Financial Officer is currently responsible for both high-level financial oversight and day-to-day accounting tasks, which has constrained our ability to fully leverage strategic financial planning and systems development.

After evaluating tailored software solutions and internal restructuring options, MCT’s Board of Trustees has approved the outsourcing of key financial services to enhance efficiency, compliance, and organizational capacity. This RFP invites proposals from experienced providers who can deliver high-quality financial management support aligned with our mission and operational needs.

2. Scope of Work

The consultant will be responsible for the following tasks:

a. Accounting and Bookkeeping

• Maintain the organization’s general ledger.

• Record and reconcile all financial transactions.

• Manage accounts payable and receivable.

• Reconcile bank accounts and other financial accounts.

b. Financial Reporting and Compliance

• Prepare monthly, quarterly, and annual financial statements.

• Support audit preparation and external auditor coordination.

• Ensure compliance with donor, tax, and local statutory requirements.

• Prepare and submit regulatory filings as required.

c. Budgeting and Financial Planning

• Support the preparation and monitoring of annual budgets.

• Provide cash flow forecasts and financial analysis for decision-making.

d. Grant Management Support

• Track grant disbursements, commitments, and balances.

• Monitor grantee financial reports and compliance.

• Provide financial data and reports required by donors and management.

e. Systems and Capacity Building

• Recommend and maintain appropriate accounting software.

• Support staff training and capacity development where relevant.

4. Deliverables

• Monthly financial statements and management reports.

• Quarterly grant and donor financial summaries.

• Annual financial statements ready for external audit.

• Updated accounting policies and procedures (as needed).

• Bi-weekly payroll processing and payments.

5. Proposal Requirements Interested firms or consultants should submit a proposal including:

• Company profile and relevant experience (preferably with NGOs or grantmaking organizations).

• Description of team qualifications and key personnel.

• Proposed approach and methodology.

• Work plan and timeline.

• Fee structure and payment terms.

• References from at least two similar clients.

6. Evaluation Criteria Proposals will be evaluated based on:

• Relevant experience and technical expertise.

• Understanding of NGO finance and donor compliance.

• Quality and feasibility of the proposed approach.

• Cost-effectiveness.

• References and past performance.

3. Timeline
