“Climate resilient food security for farming households across the Federated States of Micronesia (FSM)” project (GCF project #SAP020)

Introduction:
The Micronesia Conservation Trust is an accredited entity to the Green Climate Fund. As part of its responsibilities in this role, it assisted in the development of the now approved “Climate resilient food security for farming households across the Federated States of Micronesia (FSM)” project. As the only direct access accredited entity in the FSM, MCT is also the implementing entity for the project. The project comprises three components: 1. Establishing an enabling environment for adaptive action and investment (institutional coordination, state/local vulnerability assessments, integration of climate change into state and national planning and policy, developing a network of farmer cooperatives, and disseminating localized climate information for informed adaptive management), 2. Enhancing the food security of vulnerable households by introducing climate-smart agriculture practices (establishing agroforestry systems, capacity building for extension agents, awareness building and training for FSM households, and developing reserve capacity for climate disruption), and 3. Strengthening climate-resilient value-chains and market linkages across the agriculture sector (development of new markets for local agriculture, enhanced food processing and preservation, and increasing awareness and consumption of local food). As the accredited entity, MCT shall monitor and supervise the implementation of the Funded Activity by the Executing Entities and ensure that the Executing Entities will carry out the Funded Activity, with due diligence and efficiency, and in conformity with sound financial, economic, technical, social, environmental and administrative practices, and shall provide, promptly as needed, the funds, facilities, services and other resources required for the Funded Activity. The national government of the Host Country, acting through FSM Department of Resources and Development (R&D) shall act as the Executing Entity for Component 1 (other than Output 1.5), the national government of the Host Country, acting through the Department of Environment, Climate Change and Emergency Management (DECEM) shall act as the Executing Entity for Output 1.5, and the College of Micronesia (COM)-FSM shall act as the Executing Entity for Components 2 and 3 for this Funded Activity.
MCT, as the Accredited Entity, manages the funds for the implementation of the project. In addition, MCT will co-chair the Project Steering Committee (PSC) to ensure that appropriate project management milestones are managed and completed. As an Accredited Entity to the GCF, MCT is required to deliver GCF-specific oversight and quality assurance services including: i) day-to-day project oversight and supervision; ii) oversight of project completion; and iii) oversight of project reporting. MCT is responsible for overseeing the implementation of the proposed project in coordination with the Executing Entities, PSC and the Project Management Unit (PMU) at FSM R&D. In addition, an MCT representative will fulfil the role of Task Manager (TM), taking responsibility for project oversight and supervision.
Summary of Responsibilities:
Under the supervision of the MCT Conservation Program Manager, the Task Manager (TM) will also ensure consistency with GCF and MCT policies and procedures, including: i) participating in the annual PSC meetings; ii) facilitating and furnishing the project’s mid-term and final evaluations; iii) clearing the Progress Reports and Project Implementation Reviews; iv) undertaking the technical review of project deliverables; v) providing input to and furnishing the annual portfolio reporting to GCF including review and aggregation of the EE reporting; and vi) preparing requests for disbursements and tracking of disbursements and budgets to ensure all procurements are within the project budget and in-line with MCT and GCF financial management requirements.

Salary and Benefits and Duty Station:
MCT offers attractive and regionally competitive salaries and benefits depending upon qualifications. MCT does not provide relocation, housing or repatriation expenses. MCT covers the employer portion of the FSM National health insurance basic plan and offers a retirement plan and life insurance. The duty station for this position is Pohnpei, Federated States of Micronesia.

Specific Responsibilities:

- Support the Project Manager with regular progress reporting to the PSC as agreed with the committee, including measures to address challenges and opportunities
- Support the PMU with the delivery of the Inception Workshop and subsequent preparation of the Inception Report
- Support the Project Manager, as needed, in preparing financial reports submitted to MCT on a quarterly basis
- Collaborate with Senior Technical Advisor to review project deliverables
- Support and advise the Project Manager regarding GCF procedures, policies and requirements and regarding the project workplans, procurement schedules and technical requirements
- Assist, as needed, with the completion of GCF and MCT templates for reporting, procurement, risk assessment and project progress tracking, etc.
- Assist and advise, as needed, with project recruitment, technical requirements, risk mitigation etc.
- Advise and inform the PMU, PCS and Project Manager regarding the gender and social safeguards, and project complaints handling mechanisms as required
- Receive procurement and payment requests from PMU Administrative Officer, review and forward to MCT Adminisrative and Finance Program staff for action
In close collaboration with the MCT staff, especially the Conservation Program Manager and the Finance Officer:
- Clear the Inception Report and deliver to the GCF
- Assist the EEs with the development of annual workplans for delivery to the PSC for approval and to the PMU for monitoring and for the development of the overall project workplan
- Conduct semi-annual program reporting “workshops” with the EEs in order to document project progress and collect information to inform the annual progress reports
- Review the Annual Progress Reports, as submitted by the PM, for compliance with GCF reporting requirements and forward to the GCF and prepare responses to any comments from the GCF regarding the APR
- Serve as the primary focal point for the GCF Secretariate for the project implementation
- Lead the recruitment for an international firm to conduct the Baseline Study required as a condition for the second project disbursement by November 2022
- Submit duly reviewed payment requests and procurement documents to MCT Finance and Administration Program Staff for processing and ensure the delivery of payments to vendors and contractors
- Review and approve the quarterly financial reports submitted by the Project Manager
- Monitor project implementation for consistency with approved project workplans and related documents and assist the Project Manager with requests for amendments, budget revisions and other related actions as required
- Report to MCT Management and relent Board of Trustees Committees regarding project implementation progress and inform of any issues, challenges or revisions as required
- Ensure the effective implementation of the agreed-upon recommendations from the midterm review
- Assume responsibility for ensuring audits and other external reviews are conducted as required
- With input from the PMU, lead the development and submission of the Project Completion Report
- Lead the commissioning of the Final Project Evaluation (conducted by independent consultant/firm
- Clear the results of midterm and final evaluation reports and forward to PCS for approval
Qualifications:
A successful Task Manager will have the following combination of qualifications, skills and competencies:
- Advanced university degree in financial management, MBA, or related field (Graduate degree a plus)
- At least 5 years of proven project management experience (formal training and qualifications in project management a plus)
- Proven track record managing high-visibility and large projects for multilateral donors (past experience with climate change projects is a plus)
- Experience and familiarity with agriculture, agroforestry, food-security, climate change, climate-smart agriculture, etc.
- Proven track record working and engaging with various stakeholder groups, particularly with government departments, NGOs, civil society groups, etc.
- Impeccable organizational and management skills
- Excellent written and spoken communication skills
