Blue Prosperity FSM Program Naming Contest

CONTEST GUIDELINES

ProgramOverview:
In July of 2019, the government of The Federated States of Micronesia (FSM) and the Blue Prosperity Coalition (BPC) launched a partnership to support the ambitious conservation and economic goals of the FSM. Over the next five years, BPC members, including the Waitt Institute, National Geographic Pristine Seas, Micronesia Conservation Trust, and Oceans 5, will work hand-in-hand with national and state governments to conduct scientific assessments, develop a Marine Spatial Plan and a Blue Economy Plan, and build upon existing conservation commitments and Sustainable Development Goals to support the protection of at least 30% of the FSM’s waters.

Introduction:
During initial work planning meetings, the program partners agreed to engage the people of the FSM in finding a name for the program. This name will guide the mission forward and allow for information, media, updates, and celebrations to be gathered under one umbrella. With the help of the people of the FSM, we can create a name that embodies the goals of the program, to help build a more prosperous, sustainable, and abundant marine habitat for the future of the FSM. Based on the name chosen, a logo will be designed by a local artist, created to represent the four unique states of the FSM.

Naming Contest Selection Committee:
There are eight committee members comprised of representatives from FSM Department of Resources and Development, FSM Department of Justice, FSM Department of Environment, Climate Change and Emergency Management, NORMA, MCT and US Partners. The committee will be responsible for screening all entries. Three finalists will be shortlisted by the committee and presented to the FSM/BPC MOU principle signatories (HE President Panuelo and Mr. Waitt, President, Waitt Institute) for final selection of winner.

Contest Prize:
The winner will receive a cash prize of $2,000.
19 runners up will be selected for consolation prizes of $250 gift certificates to local stores and businesses.

Timeline​
  1. May 4th: Entries will be accepted on line (Pohnpei time).
  2. May 29th: Contest will close at midnight (Pohnpei time).
  3. Week of June 1st: Selection committee will begin the selection process.
  4. Week of June 8th: Contest winners will be announced.

Contest Logistics:

Rules:
  1. Eligibility: This contest is open to citizens and residents of the Federated States of Micronesia. Entry may be submitted as an individual or a group.
  2. Contest Period: Entries will be accepted online starting on May 4 at 8:00 am , Pohnpei time, and ending on May 29 at 12 midnight, Pohnpei time. Hard copies may be submitted in sealed envelopes addressed to the Secretary of FSM R&D and marked “BPC Program Naming Contest” until 5:00 pm, Pohnpei time on May 29.
  3. How to Enter: The contest must be entered by submitting an entry via the online Google survey (below). One entry per person and two entries per group.
  4. Entry Requirements: To be eligible to win a prize, contestants must complete and submit the required questions in the entry form, including their name, address, and answers to a few questions on what the ocean environment means to them.
  5. Prizes: The winner of the contest will receive $2,000 cash prize and 19 runners up will receive $250/each gift certificates in local businesses. The winning entry will be selected as the FSM/BPC Program name.
  6. Winner Selection and Notification: Three finalists will be selected by the Naming Contest Selection Committee and presented for final decision as outlined above. Entries will be evaluated based on relativity to program, content of supporting document, and creativity.
  7. Terms and Conditions: By submitting an entry to this competition, contestant understands and agrees that the FSM Government and the BPC shall have the right to print, publish, broadcast, distribute, and use in any media your entry, name, picture, portrait, video, text and/or statements about the campaign for any purpose related to the FSM/Blue Prosperity Coalition Program. The FSM Government and the BPC reserve the right to modify the winning program name idea should these parties, as program leaders, find the need to.
